Maggie has more than three decades of experience in National 环境al 政策 Act (NEPA)/California 环境al Quality Act (CEQA) compliance, 项目管理, and related regulatory compliance documents for infrastructure and planning projects.

Maggie has more than three decades of experience in National 环境al 政策 Act (NEPA)/California 环境al Quality Act (CEQA) compliance, 项目管理, and related regulatory compliance documents for infrastructure and planning projects. She leads our Program Management Client Service Team—a group of senior professionals who oversee large multi-task order programs and provide strategic advice for clients and training and development for our program managers. 在她的角色中, Maggie works with clients to develop and execute task orders, prepares cost estimates, processes personnel actions, and manages task order manager and staff assignments. She is also responsible for program budget and schedule tracking, subconsultant contracting and utilization tracking, and overall contract reporting.

Maggie works with federal, state, and local agencies to deliver infrastructure and planning projects. She possesses a broad understanding of environmental regulatory requirements and strategic insights into streamlining environmental reviews for transportation project delivery. As part of these efforts, Maggie has coordinated extensively with numerous federal and state agencies to secure 环境许可证 and approvals for local agency-sponsored projects. This work includes obtaining wetland dredge and fill permits and stormwater permits under the Clean Water Act, conformity determinations from the U.S. 环境al Protection Agency under the Clean Air Act, biological assessments and Section 7 consultations for compliance with the federal and state Endangered Species Acts, and historic evaluations under the National Historic Preservation Act. Her unique ability to forge partnerships with key stakeholders, manage large teams on complex programs, develop innovative environmental review streamlining strategies, and communicate key issues with stakeholders ensures that projects are delivered on time and within budget while meeting the numerous environmental regulations.

Maggie provides oversight and quality assurance/quality control on multiple projects. She regularly helps reduce overall NEPA and CEQA reviews to achieve critical funding and meet project deadlines. Maggie is also an instructor for several environmental training courses for the University of California, Davis Extension and University of California Berkeley’s Institute of 运输 Studies 技术 Transfer program. Her classes cover topics such as successful CEQA compliance, integrating NEPA and CEQA, environmental impact statements/environmental impact report preparation, 环境许可证, NEPA for federal-aid transportation projects, and the American Recovery and Reinvestment Act and streamlining NEPA.
